What is ELDT?
ELDT (Entry-Level Driver Training) is the federal training rule, 49 CFR Part 380, that took effect February 7, 2022. Before the DMV will let you take the knowledge test for a first-time Class A or Class B CDL, a Class B to A upgrade, or a first-time hazmat, passenger or school bus endorsement, a provider listed on the FMCSA Training Provider Registry must certify that you completed the required training. Theory can be done online; Class A, Class B and passenger also require behind-the-wheel training with a registered provider.
Who has to complete ELDT
- First-time Class A CDL applicants
- First-time Class B CDL applicants
- Class B holders upgrading to Class A
- Anyone adding the hazmat (H), passenger (P) or school bus (S) endorsement for the first time
Tanker (N) and doubles/triples (T) are not ELDT endorsements. They only require the DMV knowledge test.
The two halves: theory and behind-the-wheel
Theory is the classroom part and can be completed online. Behind-the-wheel is range and road training on a real truck with a registered provider. Hazmat is theory only. Class A, Class B and passenger need both.

How the DMV knows you finished
Your provider files your completion to the FMCSA Training Provider Registry. The DMV checks the registry electronically before administering the knowledge test (theory) and the skills test (behind-the-wheel). There is no paper certificate to hand in, although you can print one for your records.
Who is exempt
Drivers who held a CDL of that class or endorsement before February 7, 2022, and drivers who obtained a commercial learner permit before that date and got the CDL before the permit expired, are grandfathered. Military-waiver and certain farm and government exemptions in 49 CFR 383.3 also apply.
